MRE for juju-core/juju-mongodb

This was discussed in today's TB meeting. For the record, provisional
MRE approved under the condition that from now on juju-quickstart gets
tested (manually until LP#1325013 gets implemented) as part of the SRU
verification, to make sure it doesn't get broken again.

I'll add this to [1].
