SRU approved without waiting in unapproved

As another data point the gnome-shell 3.6.3 SRU for 12.10 waited in the
unapproved queue for over 2 months. If that kind of excessive wait is
typical it will make us lose confidence in the SRU system and be force us
to encourage our users to depend on PPAs if they want bugfixes.
