uTouch package set and Chase Douglas' application for upload right to it

Hello,

Chase Douglas requested a uTouch package set[1] and also applied for
upload rights to it[2]. Both were discussed during the DMB meeting on
2011-02-28[3].
The result of the vote for the package set: 4 for, 0 against, 0 abstained.
=> The uTouch package set should get created.

The result of the vote for Chase Douglas' application for the uTouch
package set is: 4 for, 0 against, 0 abstained.
=> Chase Douglas should get upload rights to the uTouch package set.

@TB: Please create the uTouch package set[4] and grant Chase Douglas
upload rights for it.
