Moving jubany back to bzr 2.3 did seem to avoid these problems, so
fixing bug 771184 will probably largely fix this.

Not having versioned tags makes it very hard to get rid of tags;
therefore very hard to get rid of tags that point at irrelevant history;
so that keeps floating around.
