The systray icons have major usability problems, which can't be worked
around. We simply won't move people forward unless we draw hard lines,
this is the hardest we can reasonably draw, and a softening of the
original goal of zero systray support in 11.04. The systray behaviour is
orthogonal from Unity-by-default, though.
