Not installing changelogs in 11.04

Hello all,

as per our previous discussions I now updated pkgbinarymangler to keep
the topmost ten entries [1]. apt-changelog landed in Natty today, so
it's now available for the general public.

I also sent an announcement to ubuntu-devel-announce@ [2] and blogged
about it [3] (will turn up planet.u.c. soon).
