Transferring the delegation of Ubuntu Membership for development activities from the MOTU Council to the Developer Membership Board

We all know that the power to approve Ubuntu members is delegated by the
CC and the power to grant upload rights is delegated by the TB. It so
happened that the TB and the MC effectively granted both by adding
people (through whatever means) to ~ubuntu-dev.

Launchpad only knows one owner. Ownership currently looks like this:
  ~universe-contributors ← ~motu-council ← ~techboard.

Right now I don't know how to fix the ownership so that implied and real
delegation match, but in the end I don't think it matters, because we
know about the fact.

Please let us JFDI and make ~developer-membership-board owner of
~universe-contributors. :-)

Future:
  ~universe-contributors ← ~developer-membership-board ← ~techboard.
