Request for packagset maintenance team for the kernel packages

Just like Mark and Matt I want to express my +1 here. This is
perfectly in line with the already existing ubuntu-desktop,
kubuntu-dev, mythbuntu-dev etc. teams. 

Also, the kernel has its very own and special packaging and patch
workflow (through git, automatic changelog generation etc.), thus from
that POV I wouldn't expect every ubuntu-core-dev member to be able to
properly change and upload the kernel either. :-) So in that regard a
special team makes even more sense.
