Request for packagset maintenance team for the kernel packages

    Based on the documentation for delegated teams (0), I was under
the impression that the TechnicalBoard was the appropriate body to
accept/reject any requests for delegated teams.  The DMB could
implement this, but I believe it would be exceding our authority to
create new teams, rather than just adding members to existing teams,
or authorising per-package uploaders.

    My request to found a team is based on the number of specialised
developers interested in this package set, and follows from the
paragraph under Per-package Uploaders on the wiki (1).  I very much
agree that *all* Ubuntu developers ought be expected to share those
values we, as developers, hold dear, and believe that by maintaining
administration through the Developer Membership Board, there will be
no meaningful change in the standards for approval of members of this
team.  I would expect any future applicants to apply to the Kernel
Uploaders team through the DMB, allowing a week between application
and hearing for general comment, and an open hearing on IRC to
detemine suitability, as we do for all classes of developer group
administered by the DMB.

    If, at some point in the future, some other administrative group
were to request responsibility for approvals of new members of this
team, I would hope that the Technical Board would consider their
commitment to our shared values when evaluating their request.
