Linux TTS Voices - mv tech-help sounder

Christopher Lemire has started developing a handy app, TTSReader, which 
monitors the clipboard and reads aloud the content so long as the app 
runs.  The discussion no longer seemed appropriate for the tech help.  
Sounder seemed more appropriate for the further discussion/development 
of the app.
