Windows apps tend to be very bad at cleaning up after themselves and
Windows never makes any attempt to clean the folders on its own (as
far as I know, anyway; perhaps Windows 7 does.) It's just forgotten
junk, left behind by oversight.

I have already answered this. They are to make it possible to
un-install patches & hotfixes. If you don't want to uninstall the
patch, you can delete the uninstall directory. & if the patch worked,
fixed a problem & everything still worked, why would you want to
uninstall it?
