Unfortunately you split the two sentences which belonged together. Well, 
maybe I should have made it one single sentence. Anyway, I didn't mean 
to say that there is no list for political discussion. However, I don't 
think there is a list for republishing contents without proper 
permission.

Me too - that's why I noticed the possible problem.

Not exactly. First, we don't know if it was published with or without 
permission, unless Fred clarifies the issue. Second, there is a 
difference between theft and copyright infringement. Theft means that 
the owner can't use the stolen goods any longer, theft is about physical 
property. Copyright infringement is about intellectual property and it 
means that the rights of the  copyright owner are infringed, but the 
copyright owner can still use the original work. So if anything, it 
would be copyright infringement.
