You think wrong.
You have not read the consolidated version of the Belgian
Telecommunications Act. I have. More than once. In detail.
That law is just an implementation of European regulations, like most new
laws in the EU.

You could argue that it doesn't apply because Canonical is South-African,
but it isn't. It is registered on the Isle of Man (not part of the UK and
not part of the EU either) so that could be a reason why European
regulations don't apply.
But Canonical has its operational HQ in London, and I would think that
chlorine.canonical.com (the mailserver that handles the mailing lists) is
also physically located in the UK. And I don't know who owns that server:
Canonical Ltd or its subsidiary Canonical UK Ltd?

I'm just saying that I don't know.
You may be right that European regulations don't apply, but for all the
wrong reasons.
