Anecdotally, as someone who has never advertised my MSN identity
publicly, I can tell you I still have the 3-4/hr spam rate. I think
MSN has some central list of who's online that's publicly accessible.
Interesting fact: using the official client it's nowhere near as bad,
which means that there must be some client level filtering which
pidgin is failing to do.
as a side note, there's an anti-spam plugin for pidgin that requires
senders to answer some easy math question before their messages get
through, although I haven't tried this as asking clients to do this is
a little sketchy.
