Could one buy official Ubuntu disks at cost?

According to the "To whom it may concern" letter/sticker on the back of
the envelope my feisty CDs came in, "For shipping purposes, we declare a
0.13EUR value for each CD", so 1/10th of what they'll charge you.
Obviously, the bulk price includes shipping etc.
