That last paragraph seems like a better bet, with the might being turned
into a required. Here my rationale:

1. It's always better to not overwhelm a user with information.
2. An error should be reported ASAP.
3. There _must_ be a notification of successful hotplugging, otherwise
how would a user know there wasn't an error in the handling?
