The spirit of feature freeze is to stop introducing new bugs, while
continuing to fix bugs, so that the overall bug count goes down.  In
practical terms, the addition of a new package to universe (which is already
provided "as is"), while it may include new bugs, doesn't work against this
effort, and can provide some benefits.

Of course, processes such as the review of new packages for the distribution
are de-prioritized during this time, but not suspended entirely.
