Indeed. It's quite funny to read all the buz on managing events
when producing them on PHY state changes is one of the few places
where Linux is actually inferior to e.g. FreeBSD, and bitterly so
since it's not fixed easily.
Of course, we have to have three different ioctls implemented in
different netcard drivers (see ifplugd homepage for details)...
