Oh yes it does!!  It actually happens very very often.  I thought I'd
remove a whole bunch of fonts in scripts I don't know how to read, but
you can't do that without 'ubuntu-desktop' getting removed as well.  So
that means 

1. Putting up with 20 or so ae_Godknowswhat.ttf hogging your fonts list
2. Manually hunting down the font files and doing fcache -something in a
terminal
3. Say 'byebye ubuntu-desktop' meta package.

It also happens even just upgrading or changing something. Basically you
have to check the 'packages to be removed' manually every time you
install or upgrade anything, or risk shedding stuff that can complicate
upgrades later.
