Sure it does.  There are any number of applications that will force removal
of ubuntu-desktop.  In my case, installing masqmail did it (back when
postfix was part of ubuntu-desktop), and since it clearly says "It is safe
to remove this package if some of the desktop system packages are not
desired" it was obviously not an error on my part to do so.
