Uh, you appear to be confusing Debian and Ubuntu.
Ubuntu explicitly allows firmware in main that is distributable, yet not
"free" (ie. has no accompanying source).

The licences for software applications in main must be free,
but main may also may contain binary firmware and selected fonts
that cannot be modified without permission from their authors.
In all cases redistribution is unencumbered.
