It is safe to remove this package if some of the desktop system packages
are not desired.  However, it is recommended that you keep it installed,
because it is used to carry out certain upgrade transitions (such as
adding new packages to the system).


I do not entirely agree that "the desktop packages actively tell you you
can remove them", at least they recommend not to and hint at why. But I
certainly agree that the wording is not the best. Maybe something like
this [1]:

"It is safe to remove this package if some of the desktop system
packages are not desired.  

Before you upgrade your installation to the next release of Ubuntu
Linux, a successful upgrade will probably require a reinstallation of
this package. You can do this from the Software Properties control panel
in the System/Administration menu. [2]

A new release of Ubuntu Linux will be announced at this website:
http://www.ubuntu.com/ReleaseAnnouncement [3]. There you can also sign
up now to be notified of the next release. Before upgrading to a new
