In terms of our repositories, we don't really make a distinction
between the types of data (functional/non-functional,
programs/non-programs) for a variety of reasons. One major reason is
that the distinction is not always even clear.
In terms of licensing, we explicitly state that we're willing to
consider fonts and documentation under terms that may be under more
terms that we might not accept for software but that it will be done
on a case-by-case and license-by-license basis.
