Sure. Making the actual tabs and links is fairly easy, but it needs to 
be done in conjunction with redoing the page content. Otherwise we just 
bet more tabs and links pointing to empty or incomplete pages. That's 
why the wiki is useful so we can work out both the structure and the 
details of the content before implementing it on the site.
