Webmail service with POP access : suggestions ?

Hello,
My ISP is treating the subject of e-mails way too lightly to my taste, so I am trying to evaluate ways to be less dependant.
The main problem I have is that my ISP thinks it's perfectly okay to change the domain name once every year or so, just because they are taken over by another ISP, then taken over again.
I gathered on the -users list that nowadays, some free web mail companies, allow you to use POP to access your/manage your e-mails, so it can integrate with your e-mail client and relieves you from the pain of polling and using a website.
I am totally clueless, so I am looking for suggestions for such free e-mail providers... what's out there ?
As outlined above, the biggest factor to be considered, (other than POP access must obviously work properly/ be reliable), is that I need a company/service that's likely to still be there in some time, so that they don't either bankrupt, or get taken over and, like my ISP, decide without my consent to change the domain name !
I used to have an Hotmail account 8 years ago, which they have long disabled, as I have not used it for years. With some "luck", M$ hence Hotmail will still be around for some time... do they offer POP access by any chance ?
Any suggestions or experiences welcome...
