Ubuntu really encourages derivatives to harness the power of Ubuntu and
specialise the distribution for particular sets of people.

This sounds like a copy of Ubuntu with the bible pre-installed.  That is
much like a Music-buntu with audio software pre-installed, an Art-buntu for
graphics people, or an Elec-buntu for circuit designers.  All with
appropriate useful software pre-installed for a particular genre.

Yes, this is something separate and should be cleared with Canonical.
