It is good to infer the keyboad layout from the chosen language, but 
adopting that choice without user's confirmation is unexpected behaviour 
and will cause confusion.

I just rebooted S7 to have a look. It's true enough the first screen 
says that the language choice affects the kbd layout, but by the time I 
got to choose the dialect of English, that's no longer mentioned.

I think forcing this connexion is mistaken; I can imagine for a variety 
of reasons someone might want to install in, say Spanish, evn though the 
actual kbd is Qwerty/US.

What about Dvorak users? I'm not one, but I have seen them complain 
about this sort of thing before,
