Polishing ubuntu-core-launcher slightly

Michael, Jamie, Zygmunt and myself just had a call on this, and it sounds
like we make make a simpler change so we don't need to fiddle with
ubuntu-core-launcher much today. We'll still need to tweak hw-assign so it
continues working to some degree, but that's also less of a concern since
we want to kill hw-assign for 16.04 altogether.

On that basis we agreed to not do either of the proposals for now, and also
to not change the "ubuntu-core-launcher" name for the time being. The
rename was an independent and unrelated change that was already coming
based on requests elsewhere.

When we do the rename, I personally would like to go all the way into the
final suggestion, having instead:

    run-snap <snap>[.<app>] [<args>]

I hope we can get there for the GA release of Snappy (post 16.04).
