The need to download the os.snap is just a temporary side effect. If
everything is executed as planned, the need to download an os snap to
build the kernel will become a thing of the past.

There are two options; log in from a different device and copy
.config/snapcraft/snapcraft.cfg to your jenkins instance OR create a
random joe user and copy over the credentials.
