Snapcraft now on GitHub too

Hi Oliver,
We do plan to use GitHub in its entirety with pull requests and issues
there too, so we can benefit from the internal cross linking performed by
GitHub. This was mentioned in the announcement message both for Snappy and
for Snapcraft:
> Next Sergio will be doing a review of all issues and moving them
into GitHub as well, alongside the code and milestones. Feel free to file
new issues there already, though.
Bugs which are about the Snappy or Snapcraft source code should be held in
GitHub, next to the source code. Bugs which are not about the source code
should be held where appropriate for them. This is not unlike what Ubuntu
does to every other software out there, so I hope we can build a great
process around it.
