Snapcraft and HW supplied files

As I started to look at building the exclude list from the manifest of
the image builds I realized that unfortunately that won't be the
complete list of files/packages that we need to assume is provided by
the system. One of the issues that was brought up by the UOS session on
phone issues with Snappy was with HW supplied OpenGL libraries. It
seems likely that these would have to be provided by a OS/Kernel/Gadget
snap (for this discussion it doesn't matter which, I don't know if it
has been decided yet) and then an application would use those. From the
Snapcraft perspective we want the default to be for snaps to use the
system provided libraries.
In the current core images there isn't an OpenGL library, and I don't
expect that to change, is there another list that we can supplement
with that would include files/packages that we should expect to be
provided by the HW enablement parts of the stack?
