Snappify network-manager.

Hi

I'd like to create a snappy package for network manager. Looking at
the design docs that I could find it seems that it would have to be a
framework snap. What kind of general steps should I take to create a
snap like that?

I'd like to have n-m manage my wired and wireless interfaces and
expose it's typical dbus apis and command line tools (nm-cli).
