Sure but that is zero guarantee it is not in use. Check dmesg for TDA19988 (the HDMI framer chip). Again you will need to do some research but I think I2C tools can be used to put the framer into low power mode.

As far as PMIC is concerned my knowledge is limited. Suggest having a look here: http://andicelabs.com/beaglebone-powercape/ as these guys know all about power management on the B3
