An assertion is just a signed document that we can hand a snappy system.
So the point here is that installing a local snap and having that signed
information are orthogonal to each other.
Historically one implied the other, and we had that term to refer to both
of them at once. Nowadays, speaking of a "local installation" and the
assertions/signed document clearly is much more clear.
