FYI, I just tested and it works.
Generated the image with:
sudo ./ubuntu-device-flash core rolling-core --gadget canonical-pi3
--developer-mode --channel=edge --kernel canonical-pi2-linux --os
xenial-preinstalled-core-armhf.os.snap -o rpi3-all-snap.img
