Fuzzy Headers in downloaded PO file

I downloaded po file for the urdu locale of dapper drake's
gnome-panel-2.0but when I open this file in poedit or gtranslator I
see an error telling
that the header is fuzzy and a never ending progress bar appears at the
bottom of the gui.

When we tried to upload the file on Entrans at UrduWeb.org we recieved
strange errors.
