Derivative language support

How does Rosetta handle derivative languages? For instance, there are many 
derivatives of en_GB, like en_AU, en_NZ, en_IN and en_ZA. It would make a lot 
of sense to have those translations as a template that overlays the main 
en_GB translation. That way, they can benefit from the main en_GB effort and 
only alter their translations in the small places where they diverge.
