What is an Upstream?

At what frequency the translations done in Rosetta are updated with
Upstream? and vice- versa!

Now how do we find in Rosetta that this aplication has been linked with
Upstream and XXX is the contact person for the project in Upstream?

Now more than that, Duplication not only happens because of
Upstream-Downstream lack of co-ordination, but also beacuse the Rosetta
system allows any user with an Launchpad account to do translations.. They
need not necessarily be a member of Ubuntu recognised Translation Team...

What happens is.. We do some Translation this week... When we go back and
see them next week we found them changed!! How are we going to avoid this
kind of duplication  ?

Our members have great concerns over this... Give suggestions!
