Translation of Rosetta interface into Russian

Making Launchpad translatable is one of the team's goal, but it doesn't
have a prospective date yet.

To add a FAQ, I think the best would be to provide a translation of
http://wiki.ubuntu.com/RosettaFAQ in Russian, and commit to have the
Russian team to keep it up to date.
