A similar issue to offline translation that was brought up on the
Blender Docboard list is that some countries even though they may have
reasonable connectivity might make it difficult to reach sites outside
the country.  The team doing the Chinese translation of the Blender
wiki is hosting the translation on a Chinese Blender site for that
reason.

So in addition to a mechanism for offline translation perhaps an
offsite but online translation mechanism might also be worth
considering.
