Only maintainers can do imports there.
In your case, you should use
https://launchpad.net/distros/ubuntu/breezy/+source/openoffice.org2/+pots/ooo-writer/LANGCODE/+upload
Changing LANGCODE with yours.

That form is to update the template and only admins can do it, that's
why you don't have the needed permissions.
