Rosetta is designed to ensure that upstream and distro translations can
*both* be managed, separately (because there are sometimes good reasons
to translate something differently in these two) but in a connected way.

At the moment, we don't have "merge" pages. Those are planned for 2.0.
At the moment we are finalising the language pack system so that the
translations you are doing for Hoary and Breezy will actually end up on
the CD, or in a monthly updated language pack.

The merge process will work in two ways:

 - "push through" translation, where someone who has permission to
translate for upstream *and* distro can translate both at the same time,
each change being applied in both places
 - "merge" pages, where you can say "merge from upstream" or "merge from
breezy".

Both of those are planned for 2.0.

At the moment, translations make it to upstream by being exported, and
then emailed to upstream. If you have done the translations and you have
a relationship with upstream then I would recommend you to do that once
your translations are complete.
