Well, that usually happens if you upload a file as a 'Published upload'
and Rosetta already has a translation, it's not changed.

If you are 100% sure it's not the case, please, file a bug report.

As I said, it depends on the way you did the upload, if you selected the
'User upload', it's a bug. If you are a member of the translation team,
a file upload is the same that translate over the website.
