Imported translations become "suggestions"

This is to avoid "unauthorised translators" to stomp on correct
translations. If you're translating an Ubuntu template (ie
/distros/ubuntu/breezy/+sources/gnome-panel), you'll be able to make
those translations get accepted, because you're part of the "Ubuntu
translators" group that owns that template.

If, on the other hand, you translate gnome-panel directly for the 2.10,
2.12 or HEAD branch (for example) in the /products/gnome-panel/series/
type of URLs, that template will most probably be owned by the GNOME
translators. If you're not part of that team, your translations will
become suggestions.

If you're part of the upstream GNOME Translation PRoject Kurdish team,
you can easily be added to GNOME translators in Rosetta so you have full
access for GNOME as well.
