Tibetan Plural Forms

In order to translate Tibetan using Rosetta, the correct Plural-Forms
tag apparently
needs to be added to the .po files.  As Tibetan has no plural form, this
tag should read as follows:

"Plural-Forms: nplurals=1; plural=0;\n"

We look forward to helping with the Tibetan translation using Rosetta as
soon as this change has been made.
