This is documented in the upload interface:
Here you can upload either a single PO template (.pot) or a tar file
containing a PO template and a set of PO files (.tar, .tar.gz or
.tar.bz2). The files you upload will be imported into Rosetta shortly.
I guess supporting .tgz and .tbz extensions is a valid wishlist bug
against rosetta.
Regarding multiple pots, this is because every /+upload url refers to
only one po template in a product. Rosetta needs to know what file
corresponds to what domain.

Well, it is an empty po template after all. Rosetta wants po templates
with actual stuff to import ;)
