How to start transalting

Hello, i would like to start translating Ubuntu to Asturian, but i 
couldn't find any information about creating a new translation group 
(for asturian). We have started to translate free software in our 
proyect Softastur http://software.altuxa.com/softastur/ but i think it 
could be easier using rosetta.
