MC Meeting time change notice

Hello folks,

Due to timing constraints, and UDS taking place; some of the members
of the council will not be available this Thursday's meeting. Because
of this we would like to move the meeting time two hours earlier to
15:00 UTC.

Please let us know if you cannot make it to the meeting at this time
and we'll work something out.
