Hello,

I'm Yulia Novozhilova and I would like to apply for Per-package Upload Rights 
for netbeans and libnb-* packages (platform and libraries).

I've added myself to the agenda for the Council meeting on 14th August.

Sorry for a short notice but I hope to lighten MOTUs work before feature freeze and
upload NetBeans 6.7 IDE into Ubuntu.
