IMHO a Sync has the same consequences as an upload.
You need to check the package you think it's a sync, buildwise and
sometimes as well functionwise.
Mostly, it's a matter of interpretating the debian changelog
correctly...
But yes, OCS (One Click Syncs) are most propably a good shot to break
something.
